The American deep state, with its hands on U.S. government, on July 25 brought the Environmental Protection Agency to declare that it intends to regulate airline engine emissions.

Jet emissions are said to contribute to global warming and to the greenhouse effect because they fill the atmosphere with haze, trapping earth’s reflective heat.

Emissions from aircraft represent about 2 percent of total global carbon emissions, and the U.S. is the largest contributor to world aviation pollution, according to federal data. The EPA says jets are the third-largest source of greenhouse gas emissions in the U.S. transportation sector, accounting for about 3 percent of such emissions in the country.

“EPA has already set effective [greenhouse gas] standards for cars and trucks and any future aircraft engine standards will also provide important climate and public health benefits,” says Janet McCabe, EPA’s acting assistant administrator for air and radiation.

Military aircraft are exempt. The program to regulate airline emissions overlooks the national government’s enterprise of official pollution in weather modification, which relies on pollutants deposited by the millions of tons in the state’s worst-kept secret.

The program is that of geoengineering, is also called SAG, or stratospheric aerosol geoengineering, as deposits are spread in the stratosphere.

It relies on the American genius for recycling to keep low costs in the F$56 billion black budget whose size was revealed in the Edward Snowden leaks. The program uses a utility waste product — coal fly ash — whose properties as a white talcum-like powder makes it suitable for hazing out the sun and also helping trap heat.

The EPA air pollution control program is contradicted by the military’s weather control program, which relies on directed and controlled pollution outputs.

The manmade banks of cloud that often mark the lower-level troposphere, where the weather occurs, are perhaps the most significant pollution danger to public health, but is not subject to review or Freedom of Information request reviews nor ordinary regulation.

Covert program, public regulation

Dr. J. Marvin Herndon is a nuclear geophysicist who has published scientific papers about the U.S. government’s use of industrial waste as a weather management tool.

Dr. Herndon brings the fabled “chemtrail” story down to earth in two ways. He has identified the sky striping output as coal ash, a waste product. Secondarily, he says sky striping takes place much closer to the earth than the high stratosphere; jets emit their smog in the troposphere, where weather occurs.

“Covert activities are done irrespective of EPA regulation,” he says in an interview from his lab in San Diego, “or perhaps even with the collusion of EPA officials. “Just about everything that’s being done is contradictory,” he says, indicating that agency programs work at cross purposes.

The EPA ruled in 2014 that coal fly ash is a solid waste, when it is a toxic waste. The move makes the ash, produced by the millions of tons annually, increasingly useful as a recyclable. Coal fly ash is used in roadways, hundreds of products and in construction materials. The EPA ruling making coal fly ash official safe is one of “duplicity” that gives cover for the use of the ash in the troposphere and stratosphere, Dr. Herndon says.

“Just about every government agency has been politically corrupted,” he says. “Of course the EPA is — is right near the top of the list, so I don’t know about these aircraft rules and what that will mean and the agenda down the road.” But there’s no doubt that all the material injected into the air from aloft “has got to be bad. There’s no question about that.”

Dr. Herndon says the weather control program is a “crime against humanity” deleterious to the human health.

Dr. Herndon speaks of a “duality” in the operations of state out of Washington. “On one hand the government is doing something good, and on the other hand it’s doing something absolutely terrible,”

Altered weather

The proposed regulations will limit normal emissions of jet carbon caused by the burning of fuel to keep planes aloft and moving at 700 mph. Airlines operate under contract to disperse pollutants either in their fuel or through an aerosol spraying program by tanker jets.

Sky striping creates remarkable weather patterns, often visible on NASA satellite imagery. These patterns have unintended spillover effects, which can include floods in one part of the country and drought in another.

Whether any of those remarkable events, such as the dessication of California, are intentional is not known. But the federal government that pretends to have a public health interest in executive agencies such as the USDA and Health and Human Services, has secret operations not subject to Freedom of Information requests or congressional oversight.

Cover operations likely serve the executive branch and deep state behind it.

Art of indirection

The announcement of the proposed regulation has an important effect of making the government appear to be concerned about air pollution to mask its own noxious doings away from civilian oversight.

I had wondered with the rise of Donald Trump weather the aerosol emissions program would somehow be brought to an end or on a reduced schedule. But my review of sky striping over Chattanooga’ suggests that the program is continuing regardless of the anti-establishment rhetoric of Donald Trump.

The government is depositing of millions of tons of coal fly ash in the lower and upper atmosphere, a serious pollution.

Stringent regulations against utilities and other Industries and now against the airline industry give the impression that industry and productivity are the cause of rising global temperatures.

It is suggested by critics of so-called chemtrailing that sky striping the cause of the global condition of warming noted by many scientists.

Sky striping as theoretical

A similar deception has been noted among environmentalist critics of sky striping. It is a presentation by John Brennan, the head of the Central Intelligence Agency, who gave a speech before the Council on Foreign Relations.

Mr. Brennan says geoengineering could solve the “climate change” problem.

“Other example is the array of technologies often referred to collectively as geoengineering that potentially could help reverse the one of the effects of global climate change,” he says.

“One that has gained my personal attention is stratospheric aerosol injection, or SAI, a method of seeding the stratosphere with particles that can help reflect the sun’s heat in much the same way that volcanic eruptions do.

“An SAI program could limit global temperature increases, reducing some risks associated with higher temperatures and providing the world economy additional time to transition from fossil fuels.

Weather control = act of war

Mr. Brennan goes on to say a proposed cloudmaking and weather control program would cost in the mere handful of billions but would be internationally provocative and warlike.

“This process is also relatively inexpensive. The national research council estimates that a fully deployed SAI program would cost about $10 billion yearly.

“As promising as it may be moving forward on SAI would also raise a number of challenges for a government and for the international community. On the technical side, greenhouse gas reduction would still have to accompany SAI to address other climate change effects such as ocean acidification because SAI alone will not remove greenhouse gases from the atmosphere.

“On the geopolitical side, the technology’s potential to alter weather patterns and benefit certain regions of the world at the expense of other regions could trigger sharp opposition by some nations.

“Others might seize on SAI benefits and back away from their commitments to carbon dioxide reductions and as with other breakthrough technologies, global norms and standards are lacking to guide the deployment and implementation of SAI and other geoengineering initiatives.”
